Consiliul de Stat al Republicii Socialiste România decretează:

EXPUNERE DE MOTIVE

În vederea bunei gospodariri a bunurilor aflate în posesia organizaţiilor socialiste de stat, cooperatiste şi obşteşti la care se referă reglementarea prevăzută art. III din Decretul nr. 218 din 1 iulie 1960, s-a emis decretul alăturat, în care se prevede că bunurile aflate în posesia unei organizaţii socialiste sînt proprietate de stat, de la data intrării lor în posesia statului sau a oricărei organizaţii socialiste.

În ce priveşte situaţia legală a bunurilor care la data intrării în vigoare a decretului se afla în posesia unei organizaţii cooperatiste sau unei alte organizaţii obşteşti, ele continua sa ramina în folosinţă acestor organizaţii, aplicindu-li-se, însă, pentru viitor dispoziţiile legale care reglementează transmiterea bunurilor statului în folosinţă unor asemenea organizaţii.

Bunurile prevăzute în alin. 1, care la data publicării prezentului decret se afla în posesia unei organizaţii cooperatiste sau unei alte organizaţii obşteşti, vor rămîne în folosinţă acestora, urmînd ca, pentru viitor, sa li se aplice dispoziţiile legale care reglementează transmiterea bunurilor statului în folosinţă unor asemenea organizaţii.
