LEGE nr. 272 din 23 iunie 2003

pentru aprobarea Ordonanţei de urgenta a Guvernului nr. 19/2003 privind organizarea şi funcţionarea Corpului consilierilor de integrare

Parlamentul României adopta prezenta lege.

Articolul UNIC

Se aprobă Ordonanţa de urgenta a Guvernului nr. 19 din 2 aprilie 2003 privind organizarea şi funcţionarea Corpului consilierilor de integrare, publicată în Monitorul Oficial al României, Partea I, nr. 226 din 3 aprilie 2003, cu următoarele modificări:

1. Articolul 2 va avea următorul cuprins:

"Art. 2. - (1) În Corpul consilierilor de integrare pot fi încadraţi absolvenţi de universităţi din ţara şi/sau din străinătate, cu diplome acordate sau echivalate, în condiţiile legii, pentru specializări în domeniile care fac obiectul procesului de pregătire pentru aderarea la Uniunea Europeană, specifice ministerului în care se organizează colectivul în cadrul căruia îşi vor desfăşura activitatea.

(2) Încadrarea specialiştilor se realizează de către Ministerul Integrării Europene, pe bază de concurs sau de examen, în condiţiile legii, organizat cu sprijinul Secretariatului General al Guvernului, pe baza criteriilor stabilite împreună cu ministerul interesat. ... (3) Repartizarea numărului de consilieri de integrare pe ministere se aproba prin hotărâre a Guvernului, la propunerea Ministerului Integrării Europene şi a Secretariatului General al Guvernului. ... (4) Consilierii de integrare îşi desfăşoară activitatea în cadrul unor structuri coordonate de miniştri. Atribuţiile consilierilor de integrare se stabilesc prin ordin comun al ministrului integrării europene şi al ministrului pe lângă care sunt repartizaţi." ...

2. Alineatul (1) al articolului 3 va avea următorul cuprins:

"Art. 3. - (1) Consilierii de integrare sunt salariaţi cu contract individual de muncă. Salariile de baza şi celelalte drepturi salariale sunt cele stabilite, potrivit legii, pentru funcţia de consilier diplomatic. Salariile de baza pot fi majorate cu până la 50%, în funcţie de experienta, specializări postuniversitare, titluri ştiinţifice şi alte criterii aprobate prin hotărâre a Guvernului."

Această lege a fost adoptată de Senat în şedinţa din 5 mai 2003, cu respectarea prevederilor art. 74 alin. (2) din Constituţia României.
